On 3.12.2023, the construction of the new “Ruse – Veliko Tarnovo” highway began with the first sod being turned. It was near the Byala – Tsenovo road. Prime Minister Academician Nikolay Denkov attended the symbolic event. Spesial guests were Regional Minister Andrey Tsekov, Deputy Minister of Transport Dimitar Nedyalkov, as well as people’s representatives, mayors, regional governors, etc.
Denkov recalled his meeting with the prime ministers of Romania and Greece a month ago in Euxinograd. The discussion focused on the development of the corridors along the North-South axis. “We put some maps. Looked at them and it turned out that Ruse is in the center of the highways that we want to develop. It leads from the ports of the Aegean Sea up to Romania, Moldova and Ukraine,” the Prime Minister emphasized.
What to expect according to the minister
“To realize this prospect, we must complete the task at hand. However it will take several years. Everyone agrees that we need to prioritize the rapid construction of this highway by investing our energy into it. Which will benefit not only Ruse, but also the entire region,” said Academician Denkov. He emphasized Ruse’s role in the first steps on the path to democracy in the late 1980s. “But in order for this to happen, we must not have the feeling that Ruse is somewhere at the end of Bulgaria,”.
“The Ruse-Veliko Tarnovo highway is absolutely real, the projects are almost ready,” Minister Andrey Tsekov told journalists. “For the 8-kilometer section that we are opening today. The project has been granted approval and a construction permit has been received. Therefore funds are provided in the budget,” he pointed out. The minister stressed that the funding for the “Transport Connectivity” program of 2021-2027 is also dependent on its success.
When asked when the real construction will begin after today’s symbolic first sod, the minister replied that it could happen “as early as tomorrow”. “It’s a question of organization on the part of the builder. We have fixed the deadlines. If the weather is mild and nice, like now, there is no obstacle to carrying out earthworks. But if snow falls, it will be resumed in the spring,” explained the minister.
The public procurement for the third section from Byala to Debelets will be announced at the beginning of next year. “At the same time, we are commissioning the design of the extension of the highway from V. Tarnovo to the Maritsa highway. After that from there with expressways to the Lesovo border crossing and the Makaza border crossing.” Minister Tsekov pointed out that they will plan this next year.
When the highway will be ready
When asked when the highway will be ready, Tsekov replied that the deadline is five years after the construction permits are issued.
The project route of the highway has a total length of 132.84 km. It is divided into three sections: Ruse – Byala, bypass of the town of Byala and Byala – Veliko Tarnovo. Its construction will begin in a 7.9-kilometer section /from km 61+140 to km 69+040/. which is on the land of the municipality of Tsenovo, Ruse region. There is a ready technical project for it, completed alienations and a building permit issued. For the rest of the highway, the preparation of the technical projects and field provision of the route continues.
DZZD “AM Ruse Tarnovo” is the executor responsible for designing, constructing, and installing the engineering works for section 2 of Byala Bypass. This section has a length of 35.4 km and DZZD “AM Ruse Tarnovo” will be laying the first sod.The value of the contract is BGN 660.4 million excluding VAT. DZZD Leader Consult has been assigned as the construction supervisor”. The value of the contract is BGN 10.8 million excluding VAT.
Lots 1 and 2
The project for the construction of lots 1 and 2 of the “Ruse – Veliko Tarnovo” highway from Ruse to Byala (from 0+400 to km 40+640). The bypass of Byala, from km 40+640 to km 76+040, is included in the “Transport Connectivity” program for 2021-2027.
The “Ruse – Veliko Tarnovo” highway will start from Ruse and reach the town of Debelets. “The traffic divides in the direction of the “Shipka” passage and the “Prohoda na Republika”. The route has a freeway gauge with two active and one emergency lane for movement in the direction. And also has a median dividing strip and benches. There are plans for the necessary road junctions and connections. So that citizens from individual settlements can have quick and convenient access to the highway route.
At the end of last month, during the presentation of the draft budget for 2024 in the competent parliamentary committee. Minister Tsekov announced the signing of contracts for the construction of the Ruse-Veliko Tarnovo highway. That is to say the first 7.9 kilometers will start on Sunday, there is a front to work. We expect the entire project to be ready in April. And after issuing a construction permit, to work on the route between Ruse and Byala,” said the minister.
